Frontier Theme [Comments Form] Un-needed Text

Hello,

I love the Frontier theme for my blog and have just a simple question about some text in the Comments Form section.

In that section is the following:
You may use these HTML tags and attributes: <a href="" title=""> <abbr title=""> <acronym title=""> <b> <blockquote cite=""> <cite> <code> <del datetime=""> <em> <i> <q cite=""> <strike> <strong>

Since my blog patrons mostly don’t speak HTML, I would like to comment out this text so it doesn’t show up in the form. I went through files a couple of times looking for this text, but cannot find it. Can you please tell me which file or resource has that text? I know a little bit of PHP and jScript.
